PRESSR: Press release: COP28, IRENA, and the Global Renewable Energy Alliance define a road map to accelerate the desired transition in the energy sector

During the preliminary ministerial meetings for COP28

  • The COP28 Presidency issues a joint report in cooperation with the International Renewable Energy Agency (IRENA) and the Global Renewable Energy Alliance, identifying the key enabling factors for tripling the production capacity of renewable energy sources to 11,000 GW, and doubling the energy efficiency rate by 2030.

  • The release of the report during the preliminary ministerial meetings for COP28 aims to assist parties in preparing their participation in the conference

  • The report identified success and empowerment factors that include: developing infrastructure and operational systems, developing the necessary policies and regulations, strengthening supply chains, skills and capabilities, and stimulating financing and international cooperation.

Sultan Al Jaber:

  • In line with the vision of the leadership in the UAE, the COP28 presidency focuses on reaching tangible results by strengthening partnerships aimed at building a sustainable and climate resilient future for current and future generations.

  • The report supports the COP28 action plan aimed at accelerating the achievement of an orderly, responsible, fair, logical and progressive transition in the energy sector.

  • Increasing the production capacity of renewable energy sources three times and doubling the energy efficiency rate are among the most important factors contributing to reducing greenhouse gas emissions

  • I call on everyone to cooperate, join hands, and commit to achieving common goals, and to take comprehensive local and international measures consistent with the requirements of the report to transform ambition into tangible achievement.

Francesco La Camera:

  • The report outlines the measures that governments must take to accelerate the achievement of an orderly, responsible, fair and rational transition in the energy sector, and to preserve the possibility of achieving the 1.5°C target.

Bruce Douglas:

  • Accelerating the adoption and expansion of renewable energy sources requires policymakers to collaborate with industry and civil society to urgently implement the enabling measures mentioned in the report.

  • Measures include developing infrastructure and operational systems, developing policies and regulations, and strengthening supply chains, skills and capabilities

  • These measures will contribute to providing clean electrical systems, provide the world with the opportunity to obtain energy at an affordable cost, and provide green jobs for millions of people.

Abu Dhabi: His Excellency Dr. Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and President of the COP28 Conference of the Parties, confirmed that in line with the vision of the leadership in the UAE, the conference presidency is focused on achieving tangible results and a qualitative shift in climate action by strengthening constructive partnerships, unifying efforts, and devoting consensus to reach the highest levels. Ambitions and building a sustainable and climate resilient future for current and future generations.

This came on the occasion of the launch today of the COP28 Presidency, the International Renewable Energy Agency (IRENA), and the Global Renewable Energy Alliance (GRA), a joint report entitled: “Tripling the production capacity of renewable energy sources and doubling the energy efficiency rate by 2030: critical steps to maintain the goal of 1.5 degrees Celsius,” on the sidelines of the preliminary ministerial meetings for COP28, held in Abu Dhabi, a month before the start of the conference’s activities.

The report aims to establish a basis for the negotiations held during COP28, and to contribute to directing the parties towards the main enabling factors necessary to achieve the desired goals in the energy sector. It also provides recommendations for implementable policies in the government and private sectors to increase the global production capacity of renewable energy sources to 11,000 gigawatts in conjunction with doubling Annual energy efficiency rate by 2030. These measures support accelerating the achievement of an orderly, responsible, fair and rational transition in the energy sector and are among the pillars of the COP28 Presidency’s action plan aimed at preserving the possibility of achieving the goal of avoiding a rise in global temperature exceeding 1.5 degrees Celsius.

His Excellency Dr. Sultan Ahmed Al Jaber said: “Increasing the production capacity of renewable energy sources three times and doubling the rate of energy efficiency are among the most important factors that contribute to reducing greenhouse gas emissions. I call on the world to work, join hands, and commit to implementing common goals, and to take comprehensive local and international measures that are consistent with the requirements of... Report to transform ambition into tangible achievement.

For his part, Francesco La Camera, Director-General of the International Renewable Energy Agency (IRENA), said: “Our mission is clear and urgent. We need to combine efforts to triple the production capacity of renewable energy sources by 2030, including accelerating addressing the challenges resulting from reliance.” on conventional fuels through infrastructure, policies, regulations and institutional capacities.”

La Camera pointed out that the report was based on analyzes and recommendations included in the report “Outlook for Energy Transitions around the World 2030: The Path to 1.5°C,” issued by IRENA last June, which warned that the transition process in the energy sector is far from the right track. Emphasizing the need to take immediate and radical collective action.

La Camera added that the joint report issued by COP28, IRENA and the Global Renewable Energy Alliance today clarifies the actions that governments must take and put at the top of their priorities to accelerate the achievement of an orderly, responsible, fair and rational transition in the energy sector, and maintain the possibility of achieving the 1.5 °C target.

For his part, Bruce Douglas, CEO of the Global Renewable Energy Alliance, said: “Tripling the production capacity of renewable energy sources and doubling the rate of energy efficiency is the most effective commitment that policymakers can make to confront the repercussions of climate change. These measures will contribute to providing electrical systems.” Clean, and provides the world with the opportunity to obtain energy at an affordable cost, and provide green jobs for millions of people.”

Douglas added that accelerating the process of relying on renewable energy sources and expanding their scope requires policymakers to cooperate with the industry sector and civil society to urgently implement the enabling measures mentioned in the report, which include developing infrastructure and operational systems, developing the required policies and regulations, and strengthening supply chains, skills and capabilities, stressing It is necessary to support these areas by providing financing at an affordable cost and enhancing international cooperation and solidarity to ensure a safe and sustainable future for all.

The joint report issued by COP28, IRENA, and the Global Renewable Energy Alliance includes five key enabling factors covering the areas of:

  1. Infrastructure and operational systems: enhancing electricity networks, energy storage technologies, adopting electrical systems for energy use, infrastructure resource planning and energy demand side management.

  1. Policies and regulations: improving the energy efficiency rate, stimulating market and financial policy, designing and regulating the energy market, facilitating permit procedures, reducing the negative effects of the process, and enhancing social and environmental benefits.

  1. Supply chains and enhancing skills and capabilities: Building resilient supply chains and supporting education, training and capacity building.

  1. Expanding the scope of government and private financing

  1. Strengthening international cooperation

It is worth noting that the cooperation between the COP28 Presidency, IRENA, and the Global Renewable Energy Alliance reflects the growing global consensus on achieving these goals. The COP28 Presidency and the European Commission invited all countries to support the global pledge to triple the production capacity of renewable energy sources and double energy efficiency in preparation for the launch of the conference, while praising the countries that have already committed to supporting these global goals.
